How can to put any PHP/HTML/Text in to own Elgg page with menu link and 3 tabs navigation

If you mean the Comment box in Sidebar, it's already been added to plugin.
If you want to add the Comments list (with optional add form)on the page, it's impossible, because you need to add a Customtabs as ElggEntity.
Maybe, Alex Falk would write such a plugin ever
